Hey, I am actually getting the hang of PSE because my daughter reminded me that my Microsoft Digital Image program (now defunct) will become incompatible as new software is released and I don't want to be caught with my proverbial pants down. An easy way in Photoshop is (for instance) to open a nice beige, grungy "paper" and use the cookie cutter to cut a rectangle which can then be dragged into shape as to length, width etc. I sometimes use the painting bizzo to draw a rough edge around the rectangle. Save it as a PNG and you can include it in any picture, using the resize button to make it longer etc. My favourite font is OLD 42 which is grungy typewriter style. There are literally thousands of free fonts to be found. Do you know how to install them on to your computer? (I hope you have Windows because I know nothing about Macs). I can tell you that. So, after placing the strips on the picture, I open the text I want to use and I type in the words. It is necessary to start a new text for each line. If you just want a plain white strip, you can open a layer and fill it with white (or cream or whatever) and use the "move tool" to select the shape and size you want, saving it in the same way. I use my Digital Image to highlight the edges on straight strips and haven't worked out how to do that in PSE yet - but the hand drawn outline looks more artsy I think. Hope that helps.
